Frontier Harvest Grant Fund

We need your help to get the word out about the Frontier Harvest Fund! Please post in your town hall and share the attached flyer with anyone who may be interested.

The Franklin County Legislature and Franklin County Economic Development Corporation partnered to secure funding to establish the Frontier Harvest Fund, a grant program designed to support small farms, value-added producers, and agritourism businesses across Franklin County. The fund offers $5,000–$35,000 in grant funding to eligible start-ups and existing businesses for equipment, furniture, livestock & inventory, marketing, salaries, and hardware & software. The program opens on Monday, November 3rd. Interested businesses should complete the online eligibility form by December 5, 2025.

DRAFT Updated Franklin County Comprehensive Economic Development Strategy

As you may know, the Franklin County Economic Development Corporation (FCEDC) has been working with an advisory committee and consultants to update the Franklin County Comprehensive Economic Development Strategy (CEDS). The draft document is now complete and we are seeking comment from the public. The CEDS contains an analysis of the county’s economy and identifies goals, strategies, and priority projects for implementation. Adoption of a new CEDS requires public input as part of state and federal regulations.

"Over Half of Charges on Utility Customers Bills Are Outside of the Company’s Control"

New bill explainer details how over half of bill charges are government mandates and fees that are out of NYSEG’s control.

NYSEG continues to ensure transparency and accountability to its customers by highlighting every part of a customer’s bill.

Binghamton, NY — May 15, 2025 — New York State Energy & Gas (NYSEG) today released a graphic that will help residential customers better understand their bills and continues the Company’s mission of being transparent.


The bill explainer provides information on various charges that appear on customers' bills including the Company’s delivery charge and several additional charges. As shown, some of these addtional charges are beyond the Company's control, such as the system benefits charge and the supply charge. The system benefits charge funds activities conducted by the New York State Energy Research and Development Authority (NYSERDA) as required by regulatory authorities. Supply is a pass-through cost influenced by market drivers that NYSEG does not control nor profit from.


In addition to these charges, the explainer also breaks down parts of the basic service charge, delivery charge, and transition charge. While these charges are on NYSEG bills, certain portions are mandated by government programs and taxes. Specifically, about one-quarter of the basic service and delivery charge is directed towards these governmental obligations.


The remaining amount of the delivery charges are crucial for covering the costs associated with delivering safe and reliable power to customers. These costs encompass a wide range of operational expenses, including but not limited to the salaries and benefits of line workers, the maintenance and replacement of electric poles, vegetation management to prevent outages, the upkeep of vehicle fleets, and the ongoing modernization and maintenance of the power grid.
